When creating a layout which is designed for only one particular view, it's a best practice to lock out all other views. This can be done by selecting Layout > Layout setup... > Views when in Layout mode and unchecking those options which don't apply to the current layout.
For example, the image below shows the Layout setup for a layout which is intended to be viewed as form only.
